How a Crisis Is Handled
The alarm is raised
Any settlement, chartered or not, may raise an alarm by Sending Stone, rider, or standing beacon.
The Citadel triages
The coordination room grades severity, cross-checks the charter register, and posts the incident to the board.
A group is dispatched
Assignment is matched to threat class. Response Band to Vanguard, as the incident demands.
The incident is filed
Outcome, casualties and expenditure are entered into the public record. Filing continues.
Unchartered settlements are served as capacity allows.
Bronze, Silver and Gold Response Charters carry guaranteed response windows and priority dispatch. Why leave it to chance?

Something has happened.
I want to be more specific than that but I am still working on the vocabulary. What I can confirm is that all field personnel are currently unreachable. All of them. I have tried the Sending Stones. I have tried the dispatch board. I have tried shouting down the corridor, which I accept was not a formal protocol but I am running on very little sleep and a great deal of Blue Roc.
H.E.R.O. — or rather, H.E.R.O. in its current operational configuration, which is me and four applicants — asks the public to bear with it during this period. Response times may be longer than usual. "Usual," I should note, involved several hundred of the most capable heroes on the continent. I am doing what I can with the resources available.
